District 10 Neighborhood Relations Committee Meeting

Meeting Minutes
Meeting was called to order at 7PM.

In attendance: , Pete Bolstad, Barbara Frick, Chris Harkness, Chris Martineau, Delores Rufenacht, Betsy Wehrwein, Sally Worku

1) Chris gave a summary of the Como Regional Park Transportation Implementation Plan (CRPTIP) Ad-Hoc Committee meeting from Jan. 13 and distributed that committee's charter.  There was discussion about the focus of the Ad-Hoc committee being on transportation and how that would fit in with development in the park as a whole.  Members present asked and discussed how a transportation plan can be seriously considered without taking into consideration the development of the park as a whole.  Many frustrations have been expressed by residents at the Neighborhood Relations Committee (NRC) meetings regarding development (pool, polar bear exhibit, rides, bird sactuary, etc).  It was not clear how or if development issues in the park would be addressed through the Project Advisory Committee (PAC) with a focus on a Transportation Implementation Plan.  This remains a question of the Neighborhood Relations Committee.

2) The NRC Charter was reviewed.  There was discussion about the relationship between the NRC and the Ad-Hoc committee and the PAC representative from District 10.  NRC members felt the District 10 PAC member and alternate could report directly to the Ad-hoc committee and also needed to be available for monthly District 10 Council meetings.  It was not necessary for the Ad-Hoc committee to go through the NRC before going to the District 10 Community Council.  It was suggested that the NRC and the Ad-Hoc committee could meet on the same night.

3) Recommendations for the application process for the District 10 PAC Member were discussed and a recommendation will be forwarded to the District 10 Community Council.

4) Parking Permit follow-up - Chris will follow up with the council on what communication will be delivered to the City regarding the recommendation to support resident permit parking for the City Council hearing on February 17, 2010 and to be present for the hearing.
