Dear Community Members:
This email is in response to questions raised by neighbors regarding the RS Eden/Shalom Home
site discussion that took place at the District 10 Land Use Meeting on Tuesday, September 9,
2008. There are three items I would like to highlight:
1. First, the following documents, which were discussed at the Land Use Meeting, are
attached to this email. We are working to get these documents posted on our website.
• Attachment 1: Councilmember Stark’s Shalom Home Re-Use/Zoning document
referenced during the Land Use meeting. Stark informs me there is an error on page
2. His office writes “Regarding the separation from the Job Corps. I want to correct
that the facility is residential, but is a Federal building, so there is no separation
requirement.”
• Attachment 2: RS Eden’s DRAFT plans given to the Land Use Committee at its
August meeting. This document may or may not reflect RS Eden’s final proposal.

• Attachment 3: A summary of RS Eden’s other properties/programs. These programs
may or may not reflect what they will propose for the Shalom Home site.
• Attachment 4: District 10’s Land Use Plan. Slight modifications have been made to
the plan since this attachment was approved. However, none of the changes impact
the Shalom Home site.
• Attachment 5: The resolution setting the community forum for October 23 from 7-9
p.m. at a location at or near the Shalom Home.
2. Second, I requested that RS Eden provide copies of their proposal several days or a week
in advance of the October 23 community forum. RS Eden said they would put something
together in advance of the October 23 community forum.
3. Third, District 10 is a non-profit volunteer organization run pursuant to its bylaws.
During the Land Use Meeting, several assertions were made regarding the bylaws. Some
were accurate and some were not. I apologize for not having all the answers at my
fingertips at the last Land Use meeting. As Land Use Chair, I have not been involved
with interpreting District 10’s bylaws. Nonetheless, I have brought your questions to the
attention of the Executive Committee and the Board Chair, who are responsible for
interpreting them and committed to following them. They bylaws are posted on the
