District 10 Land Use Plan Ad Hoc Committee
January 9, 2011

Present: Chris Harkness (chair), Jessica Bronk (District 10 staff), Josh Williams (City of Saint Paul Planning Commission), Dick Dian, Bill Sylvester, Sally Worku, Curtis Stock, Art Oglesby, Jill Dent

Call to Order: The meeting was called to order at 7:00 p.m.

Attendees introduced themselves and Committee Chair Chris Harkness explained how the ad hoc committee came to be: In light of the changes in the district that appear to be forthcoming, especially near Lexington and Larpenteur and along Midway Pkwy, it makes sense to update our Land Use Plan and review and restate our vision and goals for the district. The Midway Pkwy West Como Small Area Plan was last updated in the mid 90’s and the Lexington/Larpenteur Node Study ad hoc committee completed its report early in 2010. This committee should use these documents and current input from stakeholders to draft a holistic plan for District 10 that will guide future development and maintain or improve the quality of life for residents and businesses.

City Planner Josh Williams explained the differences between small area plans and district plans and the processes involved in forming them as well as how the City Planning and Economic Development and City Council use plans to inform development decisions. Small area plans more specifically address particular areas, while district plans cover entire districts and have broader visions. Both types of plans must comply with city comprehensive plan policies if they are to be adopted by the City Council. Likewise City Council plans are required to comply with the Met Council plan.

It was suggested that this committee should have access to the City and Met Council Plans as well as plans adopted by adjacent cities, Roseville and Falcon Heights, so that our work will “fit” with these other plans. Josh will track these down and send links to them.

Larpenteur Avenue and the intersection at Lexington and Larpenteur and was discussed at length. Josh will investigate the status of the Lexington/Larpenteur Node study. We have the District 10 ad hoc committee documents but it is unclear what plan if any officially exists for this area at the city.

Before the next meeting members will read the current District 10 Land Use Plan and become familiar with the issues land use plans address.

Next meeting: The next District 10 Land Use Plan ad hoc committee meeting will be held at on Monday, February at the Historic Streetcar Station.

Future Meetings: The second Monday of each month.
