Meeting Minutes


Committee members present: Jon Knox (chair), Panod Klongtuatroke (vice chair), Penny Spence (Treasurer), Marsha Milgrom (Secretary)

I.               Call to order: The meeting was called to order at 7:05.  Agenda was approved.


II.             E-democracy: Art Oglesby, Communications Committee member, shared information on E-democracy.com. E-democracy is a worldwide forum site that allows anyone at anytime to participate in discussing issues in their neighborhood.  Art thinks it has real potential for the Como Park neighborhood and thinks it will be a good way for people to have a voice in neighborhood issues.  Through his research with the organization, he has found that the site has well thought out rules and consequences, such as only allowing members to post 2 times per day.  Other district councils and neighborhood groups throughout Saint Paul and Minneapolis have started forums. The District 10 Communications Committee has reviewed and discussed E-democracy and Art has decided to become a forum manager and begin a Como Park forum.  He is asking for the Council’s cooperation to begin the existence of this tool, and would like to communicate with residents by sending Jessie articles that would be used through our e-blast and through our block leaders.

a.  Motion was made to approve Art’s request. Motion was approved.

III.           Star Grant/Como Playground review: Jon Knox is working on a draft letter to send to Parks and Recreation with our decision on the Como Play Area STAR Grant. The committee discussed the Council’s reason to not partner with Parks and Recreation on the grant was due to lack of time and enough information.


IV.           August meeting at North Dale Recreation Center:

a.      Land Use Action Item: The Land Use Committee is presenting an action    Item at the board meeting pertaining to Java Train Café’s request for a liquor license. There will be a board and community vote based on the following three requests from the committee: 1) Support Java Train's request for a liquor (beer and wine only) license provided that the restaurant closes by 10:00 p.m. 2) Support Java Train's request to serve beer and wine on the patio provided the patio closes by 10:00 p.m. 3) Support Java Train's request for a waiver of the 45-day waiting period.

b.     Jessie will be on vacation from August 11-August 17

c.      Jon Knox will be gone at the August board meeting. Panod, vice chair, will run the meeting.


V.             Procedure for electronic filing minutes (Marsha): Committee chairs need to continue to post committee minutes on the District 10 website on a regular basis. Marsha will write up some notes on “best practices” for electronic filing of minutes.


VI.           Committee and board member participation update: NRC will continue on Thursday nights.  A suggestion was made for the development of an Ad Hoc Committee specifically for Como Park. It was also discussed that we have enough committees to support and we need to work within the confines of our current structure. Penny Spence is still looking to initiate a Finance Committee that would meet on Tuesdays or Wednesdays.


VII.         Bylaws Review Update

a.      Committee Voting clarifications begin in August.  Panod K made recommendations to the Bylaws Ad Hoc Committee that was approved at their July 28 meeting.  Effective immediately, a community vote will take place prior to the board vote. All effective changes regarding the community voting procedure are outlined in the bylaws minutes.

b.     No new term or annual meeting changes will occur before the October meeting.


VIII.       6 month Administrator and Coordinator Review: Board members will be evaluating Jessie and her performance over her first 6 months through an anonymous survey based on specific criteria related to her job functions.


IX.           SPARC: Sparc is a nonprofit on Rice Street with a mission to create and maintain healthy, affordable and sustainable neighborhoods by improving residential and vitality in the Hamline Midway, Como and North End neighborhoods of Saint Paul.  Staff from Sparc called the District 10 office and inquiring about collaboration with our district and expansion in to more areas of Como Park.  Betsy Wehrwein, Neighborhood Relations Committee Chair, agreed to contact Sparc to facilitate further discussion.


X.             Security Concerns: Jessie’s car was stolen from the District 10 parking lot on Friday, July 29 between 3:00-4:00 p.m. Council should consider sending a letter to Parks and Recreation concerning security issues and possibly insist on cameras and signage.  Jessie should also contact neighbors near our office and keep resident phone numbers who are home during the day.


XI.           COPP: Committee recommended that Jessie inquire with the City about COPP grant funds for 2012.


XII.         Midyear Review: Jessie has started writing our midyear review for our City grants. She has not yet received a formal request from the City to submit the review. Once the review is complete, Jessie will submit to the Executive Committee and full board for feedback.


XIII.       Neighborhood Cleanup: The neighborhood cleanup is Saturday, September 24. District 10 needs to recruit 30 volunteers to help during the cleanup.


XIV.        Pancake Breakfast: Our pancake breakfast community event and fundraiser is coming up in October. Jessie and Penny will contact Cate Edlund-Smith and HHH Job Corp soon. We want to be prepared to hand off tickets to board members at the September board meeting.


XV.          Misc.: Betsy Wehrwein made a suggestion that we attempt to hold meetings at handicap accessible locations.


XVI.        Adjourn: 9:00 p.m.
