District 10 Land Use Plan Ad Hoc Committee

Present: Chris Harkness, Bill Sylvester, Art Oglesby, Theo Woehrle, Curt Stock, Jill Dent, Josh Williams
Call to Order: The meeting was called to order at 7:04 p.m.
Meeting Agenda and August Minutes: approved
Preliminary Discussion: The question was raised about the weight various documents and plans carry when the city is making decisions. Josh explained that while documents such as District 10’s response to the Lexington/Larpenteur node study are not officially adopted as addenda to the City’s comprehensive plan, the City is aware of them and can take them into consideration. Josh asked about the District’s intention. The committee reaffirmed that that we want to use the City’s template for a District Plan addendum to the Saint Paul Comprehensive Plan.
Intern Report: Theo reported that the educational briefing was submitted to the Bugle and Monitor and will come out in the next issues. The focus group meeting schedule will need to be revised because it has been difficult to get responses from businesses. He did meet with Kerri Antrim from District 6 and found her information about the process helpful. He has drafted a letter for businesses and is looking for committee feedback as well as committee input for the survey in lieu of response at this point from focus groups. The survey will be distributed online and at community events and by block clubs. Theo and Jill will coordinate to prepare a message for the block club meeting on October 24.
Committee members offered constructive feedback on the content and format of the letter to businesses. The committee discussed about how many businesses to contact…as many businesses as possible via email. Others can be hand-delivered or mailed.

Who…Businesses and citizens
What…The input from the advisory group(s) will be presented for feedback, which will guide the survey.
Format…Describe the existing plans and District 10’s desire to identify relevant issues in order to envision a new district plan that guides for future development in our district. Provide topic stations to collect input on issues and concerns. Bring the whole group together and report out and let them know how they can continue to be a part of the process. Give each three stickers to “vote” on their important issues before they leave. Theo, Jessica, Josh and Chris will meet to finalize the agenda and format.

Review and summary of the Lex/Larpenteur node study is tabled.
Next meeting: The next District 10 Land Use Plan ad hoc committee meeting will be held at 7 p.m. on Monday, October 9, at the Historic Streetcar Station.
Meeting adjourned: 9:00 p.m. Future Meetings: The second Monday of each month.
