Boundary Change Ad Hoc Committee

Summary of 4/21/13 and 5/7/13 Meetings


Attendees: Pete Bolstad (Co-Chair), David Arbeit (Co-Chair) and Panod Klongtruatroke attended both meetings.  Ted Blank joined the committee for the 5/7/13 meeting.


April 21, 2013

During the first meeting the committee reviewed the draft charter written by David Arbeit.  Pete Bolstad agreed to review the charter with the Executive Committee at their meeting on 5/1/13.  We talked about the recruitment of possible committee members, including those individuals currently working with District 6 or South Como residents who have participated in District 10 activities.  The committee agreed that Pete would contact Ward 5 and District 6 for additional input.  We agreed to table discussion on specific by-law changes until we have reviewed/approved the adjusted boundaries for the district.  David agreed to look at maps of the district and review the census of the new district.  The committee agreed to meet every two weeks until mid-August, since the charter indicated that the committee will bring revised by-laws to the Board and the community by mid-August.  The committee agreed to meet on Monday, May 6, 2013 (later changed to Tuesday, 5/7/13).  


May 7, 2013

Ted Blank (District 10 Administrator) joined the committee for this meeting.  Ted and Pete reviewed the discussion from the 5/1 Executive Committee meeting and the decision to publicly recruit new members for the committee.  Pete will work with Ted to develop an action item for the 5/21 board meeting and a description of the committee to be used for recruitment.    The committee also agreed on the need for selection criteria for new committee members.


David Arbeit proposed developing a list of guiding principles for the committee outlining ideas for sub-district boundaries, board composition and community involvement.  Pete agreed to work on an initial draft and to email the draft to committee members.


Ted reviewed the idea of developing a COPP grant for additional expenses which may be incurred by the committee.


David indicated he has been reviewing maps for possible changes to the sub-districts.  David showed the committee a map with six sub districts with similar census figures.  He agreed to explore additional options for re-districting and bring those options to the 5/20/13 meeting.
