Land Use Committee Meeting Minutes

April 2, 2012

Members Present: Chris Harkness, Linda Hinderscheit, Kim Moon, Tom Eyre, Curtis Stock, Bill Sylvester, Betsy Wehrwein

Call to Order:  The meeting was called to order at 7:00 p.m. 

 

Adoption of Agenda: The agenda was approved.

 

Approval of Minutes: Minutes of the 03/05/2012 meeting were tabled because copies were not available for review at this meeting.

 

Gabes by the Park--St. Patrick's Day Variance: Tim Weiss, owner of Gabes, was present. He reported that he had stopped by the Burlington Apartments in Bandana Square and talked to a tenant, who said he heard the music, but was not disturbed by it.  Mr. Weiss indicated that next year they would like to continue the event until 1:00 a.m.  Next year, St. Patrick's Day is on Sunday, but Gabes will probably have an outdoor event on Saturday night. Kim Moon asked why the city denied the variance for 1:00 a.m. and only approved until midnight. District 10 Land Use Committee had submitted a letter of support for a 1:00 a.m. closing. District 6 had written a letter of support for a midnight closing. Councilmember Russ Stark advocated a midnight closing. Mr. Weiss reported that there were no complaint calls this year.  We suggested coming to us a couple months in advance to allow more time to lobby for a variance for a later closing. Tim Weiss said he would probably come to this committee at the beginning of 2013. He is also planning on talking to District 6 in advance of next year's St. Patrick's Day event. He is not planning on holding a special Halloween event this year, because it is not a moneymaker.  The Land Use Committee has received no complaints regarding this event, and commended Mr. Weiss on being a good neighbor. Bill Sylvester suggested getting Districts 6 and 10 and Councilmembers Stark and Brendmoen together to work out the issues and come up with agreed-upon guidelines for variance requests for special events for the future. Kim will start the process by contacting District 6 soon.

 

New Business:  Jessie reported information about the Central Corridor transit study. She had included a link to an online study in a recent e-blast. Jill Hentges (Metro Transit Community Outreach) is wondering if District 10 would like to see the results of the study. The committee agreed that we would like to be informed. Kim suggested that a presentation to the full board and community would be a good idea.

 

Motion: Recommend that the board and community hear the Central Corridor transit study presentation at a full board meeting. (Harkness-Sylvester)

 

There is an upcoming meeting to discuss traffic slowing at the intersection of Nebraska and Hamline near Chelsea Heights School/NW Como Rec Center. Councilmember Stark is scheduled to attend this meeting.

 

Betsy questioned why St. Paul has not begun recycling more plastics, when other communities have. Bill indicated that Eureka Recycling has a person who would be willing to come out to discuss recycling concerns. Jessie will look into inviting a Eureka spokesperson to a board/community meeting.

 

Betsy would also like to see a master calendar of District 10-sponsored events so it would be easier to schedule new events.

 

District 10 Land Use Plan ad hoc Committee:  Next meeting is April 9th. Chris sent a draft of the job posting to Jon Knox and Panod Klongtruatroke (board chair and vice chair, respectively) for feedback. She would like to finalize the job posting at the ad hoc committee meeting next week. The committee is reviewing the old Land Use plan at this point.
