Land Use Committee Meeting Minutes
April 30, 2012
Members Present: Chris Harkness, Linda Hinderscheit, Kim Moon, Tom Eyre, Curtis Stock, Bill Sylvester
Call to Order: The meeting was called to order at 7:00 p.m.
Adoption of Agenda: The agenda was approved.
Approval of Minutes: Minutes of the 03/05/12 and 04/02/2012 meetings were approved. (Harkness-Stock). Passed.
Report from Jessie Bronk: Jessie was not able to be at tonight’s meeting, but sent an update, including the following information:
Holy Childhood has submitted to the city an application for site plan review for their parking lot reconstruction. The City staff meeting to review the site plan is on May 1.
Hmong Festival Community Meeting: There will be a community meeting regarding the 2012 Hmong Sports Festival on Wednesday, May 9 at 6:00 p.m. at the Streetcar Station. Representatives from Ward 4, Ward 5, the Saint Paul Police Department, Department of Parks and Recreation and the Lao Family Community of MN will be present. The meeting will be an opportunity for community members to ask questions and express concerns. This year's festival will be held on Saturday, June 30 and Sunday, July 1 at Como Park's McMurray Field.
Presentation on Central Corridor Study: Metro Transit will be at our Community Council Meeting on Tuesday, May 15 at 7:00 p.m. to present on the Central Corridor Transit Study and to gather input from the community. Metro Transit is conducting a study to inform the bus service planning in the "Central Corridor" area in Minneapolis and St. Paul. They hope to maximize the effectiveness and efficiency of transit service in the area and to provide a strong connection to new light-rail transit service on University Avenue.
New Business: Chris Harkness went to a city-sponsored workshop on hosting large events. The size (attendance) of an event determines the advance time for issuing a public notice. District Councils can host one-day events with no restrictions. Parks and Rec personnel monitor the sound level at approved events and respond to complaints. The court has ruled that the Lao Family is the official sponsor of the Hmong Sports Festival. (There is another organization that wants to sponsor the event.) The community meeting with the Lao Family, regarding the Hmong Sports Festival, is May 9th at the Street Car Station. If there are concerns about the Hmong Sports Festival, contact Gary Korum at 651-632-2402. Bill suggested we write an action item (in support of the festival but with some concerns) to take to the Board in support of the Hmong Sports Festival. The concerns would be expressed after the community meeting on May 9th but before the full Board meeting on May 15th. We will inform the Executive Committee that we will have an action item drafted by the time of the board meeting.
Motion: (Sylvester-Harkness) That the Land Use committee draft an action item regarding a letter of support for the Hmong Fesitval with possible items of concern to be added after the May 9th community meeting. Passed.
Kim Moon and Bill Sylvester attended the meeting about traffic and pedestrian safety concerns at the Nebraska-Hamline intersection. Some potential solutions were discussed. Councilperson Russ Stark was in attendance.
Bill Sylvester suggested that representatives from the Snelling Ave. multi-modal study may want to present at a future D10 community meeting.
Motion: (Harkness-Stock) Bill Sylvester will contact representatives of the Snelling Ave. multi-modal study and the Executive Committee to try to arrange a presentation to a Board meeting. Passed.
District 10 Land Use Plan ad hoc Committee: Chris had nothing new to report at this time.
