MINUTES

 

Present: Kim Moon, Bill Sylvester, Linda Hinderscheit, Jon Heyer, David Sorenson and Michael Kuchta (staff)

 

Absent: Kevin Dahm, Chris Harkness, and Frank Dolejsi

 

Call to Order:  Kim Moon called the meeting to order at 7:02 p.m. 

 

Adoption of Agenda: Motion to approve the agenda (Sylvester-Sorenson) Passed.

 

Approval of Minutes: Motion: Approve the minutes of the 02/01/2016 and 02/29/2016 meetings.  (Sorenson-Moon) Passed.

 

Chair Report: The resident, who is interested in establishing a dog park in D10, will attend next month's meeting.

 

International Institute: Carol Garbische, Michael Donahue, and Jane Graupman from the International Institute were in attendance at tonight's meeting. The International Institute has been located in the current building on Como Avenue since 1970. They work with new immigrants and have a work force training program. They serve about 4,000 people per year and have experienced significant growth in the past five years. They would like to add about 6,000 square feet to their current building. This would require vacating Aldine Street to the west of their building. Aldine is not a functioning street at this time. The City suggested vacating the section of Wynne south of the building as well. The State Fair owns the International Institute's parking lot and leases it to them (for no cost). All signatures from surrounding property owners have been obtained. The State Fair is amenable to the request. The International Institute staff met with Russ Stark today. The Department of Safety and Inspections has informed them that Public Works has recommended that the street not be vacated. Public Works does not want to give away the right of way in light of possible future development of the property; a street may be required for access at that time. Bill Sylvester offered his opinion that he was not surprised that Public Works would not approve. Bill mentioned the possible, future redevelopment of the entire Como-Snelling intersection as a reason why Public Works would want to maintain the right of way on Aldine. The representatives from the International Institute reported that the State Fair representatives at today’s meeting with Russ Stark stated that they did not want a street through their property and would be opposed to that. Russ Stark and the City Council are going to meet to discuss other options. The International Institute is asking for a letter of support from D10.

Motion: Approve a letter of support to the City for the International Institute's request to vacate Aldine. (Moon-Sorenson) Approved with four "yes" and one "no" vote.

 

D-10 Traffic Issues: Erin Laberee, traffic engineer from Ramsey County, was present at tonight's meeting. At last month's Land Use meeting, traffic was discussed in conjunction with discussion of the work plan. At tonight’s meeting with Erin Laberee, the following were discussed:

·         Re-striping of Lexington south of Como Park and north of the railroad overpass was discussed. The City of St. Paul is doing a traffic impact study (traffic counts, volume) in conjunction with the proposed Como Park transportation plan changes.

·         Energy Park Drive and Lexington was discussed with regard for danger to bicyclists. The free right turn off of Energy Park Drive to Lexington is dangerous because people aren't expecting to see bicyclists there. Signage may help alert drivers to a bike crossing ahead.

·         On Lexington between Hoyt and Larpenteur, there is often traffic blocking the intersections. Kim asked about signs asking motorists not to block intersections. Erin indicated that it is not against the law to block intersections that do not have signals controlling them.  Erin said she would check with the City to see if the timing on the signal on Lexington could be increased, so traffic on Lexington would back up less.

·         Kim brought up the fact that signage on Highways 36 and 94 directs people to Como Park down Lexington, and only Lexington. The shuttle lot is closer to Snelling.

·         Jon brought up Midway Parkway and the confusion of some drivers not knowing it's a two-way street. Midway Parkway is not a county road, but Erin will bring it up to the City staff when she is talking to them. 

·         Betty Conley was present and mentioned her continuing concern regarding the speed of traffic on Dale Street.

Next Meeting: The next meeting is Monday, May 2, 2016, at the Street Car Station.
