MINUTES

 

Present: Kim Moon, Bill Sylvester, Linda Hinderscheit, Melissa Finnegan, and Michael Kuchta (staff)

Absent: Jon Heyer and David Sorenson

Call to Order:  Kim Moon called the meeting to order at 7:00 p.m. 

Adoption of Agenda: Motion to approve the agenda (Hinderscheit-Finnegan) Passed.

Approval of Minutes: Motion: Approve the minutes of the 07/05/2016 meeting.  (Finnegan-Moon) Passed.

Chair Report: Kim reported on the topic of last month's meeting: recreational fires. We are still working on creating a survey.

Bandana Square Event Center: John Newbauer, Falls Event Center, Salt Lake City, Utah, was present at tonight's meeting. His company develops small event centers in the western half of the US. Currently there are nine in operation. The facility would primarily be available for corporate or family events. They do not prepare their own food or alcohol; events are catered and there is no kitchen on-site. They are planning to develop the old Train Museum space into an event center. John Toustman, current owner of the property, was also present at tonight's meeting. Approximately 50 parking spaces come with the space. They will lease another 75 or so spaces in the ramp. (There are 500 spaces in the ramp.) They will need approximately 105 parking spaces to meet City code.  If the larger events serve alcohol, they will be required to hire a licensed bartender and security. The building is open until midnight. All cars need to be cleared out by 12:30 a.m. The capacity of the main event hall is approximately 300-350 people. There are usually not two events happening simultaneously. St. Paul City staff has informed John that a facility of this size fills a need in the area. They have started the city application process and have had two meetings with city staff. The City has indicated that they can probably issue a building permit by early 2017. He estimates that construction will take 5-6 months. They hope to be open for business by early summer 2017. They don't allow outdoor music events. All audio-visual equipment is provided and there is no extra charge to use it. John is willing to come to a D10 Council meeting to present his plans to the entire Board. He will likely be invited to the September board meeting, once we receive City of St. Paul notification of the project.

Proposed Changes to Liquor Store Hours: The City of St. Paul is proposing extending off-sale liquor store hours to 10:00 p.m. from the current 8:00 p.m.

Motion: Approve a letter of support for extending the off-sale liquor hours to 10:00 p.m. (Sylvester-Moon). Approved with one voting against.

Adjourn: Motion to adjourn the meeting at 7:51 p.m.

Next Meeting: The next meeting is Tuesday, September 6, 2016, at the Street Car Station.
