Call to Order:  Kim Moon called the meeting to order at 7:02 p.m. 


Adoption of Agenda: Motion to approve the agenda (Hinderscheit- Medeiros) Passed.


Approval of Minutes: Motion: Approve the minutes of the 09/29/2014 meeting.  (Dolejsi-Moon) Passed.


Chair Report: The November Land Use Committee meeting was canceled because no items were submitted for the agenda.


Peddlers/State Fair: Mark Erickson, who lives in the vicinity of the State Fairgrounds, was present to discuss his concern regarding peddlers operating on Midway Parkway during the Fair. St. Paul regulations prohibit peddling in a park or on a parkway and within 25 feet of an intersection. People who live in the near vicinity of the Fairgrounds rent their yard space to vendors. Mr. Erickson reported that their business is being affected negatively by the peddlers.  Peddlers often are selling their wares directly next to a vendor's booth.  Kris Schweinler of the Department of Safety and Inspections from the City of St. Paul was present. She reported that peddlers are allowed to operate if they have an annual license and are mobile. She said that staff is present at the Fair to monitor the peddlers, especially on the first two days of the Fair. No vending is allowed on the grass of Midway Parkway itself. Homeowners can call Safety and Inspections (651-266-8989) if they have concerns during the Fair. Peddlers are supposed to wear their license, so their names and license numbers can be reported if they are disregarding the regulations. Anyone handling money needs to have a license, and no one under 14 is allowed to be licensed. Mark Erickson reported that peddlers are often stationary; he has asked them to move, and they have not. He reported that he has also asked the police for help, and they have said they were too busy taking care of pubic safety. He reported that he also has contacted DSI, and that has not helped. Block party permits could exclude peddlers, but they are probably not possible, because they exist to block the streets for an event. Frank Dolejsi suggested contacting City Council members to have the peddling ordinance changed to include the State Fair overlay district as one in which peddling is prohibited. Kim Moon and Mark Erickson are planning to contact Russ Stark soon about changing the ordinance. Having a police liaison officer for the Fair was suggested, like the one who exists for the Hmong Soccer Festival. Having a police liaison officer for the soccer festival has resulted in far fewer problems in the adjacent neighborhood.


Renaming Streets in Como Park: There is a proposal to change the name of Gateway Drive to Nagasaki road to commemorate the 60th anniversary of St. Paul and Nagasaki being sister cities. Other proposed changes include: Changing Horton between Lexington and Hamline to Como Avenue per the Como Regional Park Transportation Plan. Horton between Gateway and Lexington remains Horton. Como Ave. through McMurray Field changes to Wynne Ave. Parks and Rec is going to send a notice to the district councils in the near future. Chris Harkness suggested we put together a Survey Monkey online in order to gather more community input. Alison Kirgis and Kim Moon will work on the survey and background information.
