Land Use Committee Meeting Minutes
December 5, 2011

Others Present: Dick Hawkins, Trustee for Holy Childhood Church; Amy Brendmoen, City Councilperson-elect; Steve Finnegan, Java Train.
Call to Order: The meeting was called to order at 7:00 p.m.
Adoption of Agenda: The agenda was approved.
Approval of Minutes: Minutes of the 10/24/2011 meeting were approved.
Chair Report: No new information to report
New Business: Dick Hawkins presented information about upgrading the parking lot for Holy Childhood Church. The plan calls for re-grading, improved drainage and resurfacing. Fencing will be re-done and 16-foot-tall lights added. The lights will be directed toward the school and not the neighborhood. The church hopes to present the plan to the City by spring.
2012 Land Use Work Plan: Kim distributed a copy of the 2011 work plan. Objectives for 2012 were discussed and revised. Chris is hoping to have the first meeting of the Land Use Plan ad hoc committee on Monday, January 9th.
Information Session with Amy Brendmoen: Amy Brendmoen, City Councilperson-elect, attended this meeting so we could update her on the MGM/Walgreens development. Kim reported that the Zoning Commission could not consider Walgreens hours of operation at the November meeting. That is a licensing issue. Amy said she will investigate the sequence of future city meetings on the Walgreens development and report back to us. Kim reported that John Kohler (architect for Semper Development) told him in a conversation that they probably will not break ground for Walgreens construction until next fall. Potential additional future commercial development in the Lexington-Larpenteur area was discussed with Amy. Overall traffic concerns in the area were discussed as well as concern about stability in the residential neighborhoods affected by the purchase of residential property by commercial entities.
