Land Use Committee Meeting Minutes

June 25, 2012

Members Present: Chris Harkness, Linda Hinderscheit, Kim Moon, Bill Sylvester, Tom Eyre

Staff Present: Jessie Bronk

Others Present: Dr. Christianna Hang, Superintendent of Hmong College Preparatory Academy (HCPA) Pao Yang, Administrative Operations Director of HCPA, and two architects from Kodet Architectural Group (Ed Kodet and Ken Stone). Neighborhood residents present included: Ron and Lois Peschel, Jackie Gulbranson, Bev Mertz and Jean Byland.

Call to Order:  The meeting was called to order at 7:00 p.m. 

Adoption of Agenda: The agenda was approved (Harkness-Sylvester) Passed.

Approval of Minutes: Minutes of the 06/04/2012 meeting were approved. (Eyre-Harkness). Passed.

Hmong College Preparatory Academy: Dr. Christianna Hang, Pao Yang, Ken Stone and Ed Kodet were in attendance to present more information about the proposed addition to the Hmong College Prep Academy at 1515 Brewster Ave. The City of St. Paul has informed them that they will need two variances in order to proceed with the construction of the addition to the school. One variance is for the rear yard set back. The rear set back increases because the addition will be 10 feet taller than the original building.  The other variance request is for delivery trucks to enter on Brewster Ave. and back into the loading dock, because there is not enough space for a turn around. There was discussion about landscaping and screening the upper part of the addition from the residents who live along Wynne. Representatives of HCPA assured those present that the landscaping will consist of trees tall enough and numerous enough to screen the top of the addition from the neighbors who live on Wynne.  Other concerns expressed by residents from the neighborhood were regarding traffic and noise on neighborhood streets. Students are not allowed to drive themselves and may not bring electronics to school. Buses are not supposed to be travel on Wynne. The school representatives will communicate with delivery people, staff, parents and buses to direct them to not use surrounding residential streets to travel to and from the school. HCPA will appear before the Board of Zoning Appeals on July 9, 2012.


Motion: Send an action item to the District 10 Executive Committee to write a letter in

support of the two variances requested by the Hmong College Prep Academy with the

following conditions: The landscaping should make a solid screen along Wynne Ave to

mask the top of the proposed addition. The exits on Wynne Ave. will be constructed as

emergency exits only in order to alleviate parking and traffic problems on Wynne and

Breda. HCPA representatives have also indicated they will work with delivery people,

staff, parents and buses to direct them to not use surrounding residential streets to travel

to and from the school. (Sylvester-Harkness) Passed.

Adjournment: The meeting was adjourned at 8:33 p.m.
