Present: Kim Moon, Chris Harkness, Bill Sylvester, Frank Dolejsi, Linda Hinderscheit, Ryan Flynn, Kevin Dahm, and Ted Blank

Call to Order: Kim Moon called the meeting to order at 7:00 p.m.
Adoption of Agenda: Motion to approve the agenda (Moon-Flynn) Passed.
Approval of Minutes: Motion: Approve the minutes of the 5/05/14 meeting. (Dolejsi-Moon) Passed.
Chair Report: Kim Moon attended the public meeting held by Ramsey County regarding the Dale Street resurfacing plan. More information to follow in the New Business section of the meeting.
Sound Variance request: Katie White has requested a sound level variance for a wedding to be held at the picnic pavilions in Como Park on June 21st from 3:30 to 9:00 p.m. They are playing amplified background music. Katie estimates that the sound level will be approximately 65 dB. There are no homes in the immediate area.
Motion: Approve an email of support to Russ Stark and Amy Brendmoen for Katie White's request for a sound level variance. (Flynn-Harkness) Passed.
New Business: Kris Anderson (a resident of D10 south of Como Lake) was present to talk about concerns about the German Immersion School. She reported that she was told that they would begin construction on the parking lot this spring. Construction has started on an addition to the building, but not on the parking lot. The school had received a one-year variance for staff parking, which is about to expire. Kris requested neighborhood input on the parking situation before the City grants any additional waivers. Kim Moon will contact the school's principal and Tom Beach to get updated information.
Dale Street Road Diet Public Meeting: Kim attended the meeting on May 29th and reported on it. We have an additional public meeting planned for our next Land Use meeting on June 30th. However, Ramsey County reports that the decision needs to be made before that date. Kim proposed writing a letter opposing the plan as it stands today and sending it to Ramsey County traffic engineers, cc'ing all Ramsey County Commissioners and all St. Paul City Council members. Our concerns include: the process and lack of public input; lack of neighborhood focus/uniformity of the plan that doesn't take the complexities of Dale into account; and it is not a forward-thinking plan for "complete streets." Ted Blank stated that he thought the broad consensus of those in attendance at the meeting was opposition. Ted reiterated that we want to emphasize that we want to have a dialogue about the street and are not in opposition to change on the street in general. Ted has asked for a copy of the MNDOT study on which the plan has been based, and the request has been denied. He will request it again. Bill Sylvester suggested that we ask the County for a copy of comments made by the public. Ted Blank will ask for a copy of the public comments. Ted suggested that we call Janice Rettman and ask her for suggestions on how to effectively work with the County Board. Kim will call Janice Rettman. We will hold the public meeting at our next Land Use meeting and report what we have done thus far. The meeting will be held at North Dale.
Motion: Approve the drafting of a letter in opposition to the current Ramsey County road diet plan. Our concerns include: lack of process and inclusive community involvement; lack of focus or attention to specific neighborhood needs and concerns regarding the street in question (handicapped access, driveway access); and lack of attention to complete streets (lack of pedestrian crossings and bike lanes). (Flynn-Moon) Passed.
Kevin Dahm asked if it was possible to change the day of the week or time of this meeting. He has another meeting on the first Monday of the month at 6:30 p.m. We discussed the idea of meeting on the Tuesday before the Executive Committee meeting. However, this results in a very short turnaround time for the submission of any action items before the Executive Committee would meet the next day. The Executive Committee will discuss possibly moving their meeting to the first Thursday of the month.
