Como Park Grill (formerly known as Java Train)




Members Present: Linda Hinderscheit, Kim Moon, Chris Harkness, Bill Sylvester and Tom Eyre

 Members Absent: Curt Stock

 Staff Present: Ted Blank

 Others Present: Andrew V. McGlary (St. Paul Schools)

 Call to Order:  Kim Moon, committee chair person, called the called to order at 7:00 p.m. 

 Adoption of Agenda: Motion to approve the agenda with the addition of the sign proposal at Como Elementary (Harkness-Eyre)  Passed.

 Approval of Minutes: Minutes of the last meeting were not available at this meeting. They will be reviewed at the next meeting.

 Como Park Elementary Sign Proposal: The variance request, for the previous sign proposal, was withdrawn from the agenda at the last Board of Zoning Appeals meeting because of neighborhood and District 10 opposition to the variance. The school district is changing the location of the proposed sign, so a variance is no longer needed for size. The proposed sign is electronic. The representative for the school district was not able to answer our repeated questions regarding whether the electronic message scrolls or is static. The proposal does not need to go through the Board of Zoning Appeals. Kim is proposing writing a letter of protest to the St. Paul School Board and cc’ing Councilmember Brendmoen. Land Use and neighbors are specifically opposed to the dynamic nature of the sign, even if it meets zoning regulations.

 O'Reilly Auto Parts: O'Reilly Auto Parts is building a store on the site of the old Patick's bar on Larpenteur Ave. They have not been before Land Use previously asking for support. It appears that they submitted a site plan to the City, but the City rejected it. They have submitted a revised site plan to the City. There is a hearing on June 11th. 

 Holy Childhood--Boulevard Paving: Chris Harkness reported that she heard through a third party that the church wants to take the grass out of the boulevard in front of the church. They reportedly want to pave it for ease of access for churchgoers with limited mobility. They need to contact the Public Works Dept. in order to do this. We will wait for an official request from the church before we support or do not support the proposal with Public Works. Ted Blank will contact the church and ask them to send us a copy of the request.

 Walgreens Window Photos: Two layouts have been proposed by Walgreens. Kim wants us to look at them and give him our preferences and suggestions. Those in attendance at last night’s meeting expressed a preference for the second proposal.

 New Business: The Saints have requested a sound variance until 11:00 p.m. for a Bob Dylan concert on Wednesday, July 10th. There is a public hearing on June 19th. Ted will put information in the e-newsletter. 

 Adjourn: Motion to adjourn the meeting at 8:10 p.m.

 Next Meeting: The next meeting is Monday, July 1, 2013, at Java Train.
