MINUTES

 

Present: Kim Moon, Chris Harkness, Bill Sylvester, Frank Dolejsi, Linda Hinderscheit and Ted Blank

 

Absent: Tom Eyre

 

Call to Order:  Kim Moon called the meeting to order at 7:01 p.m. 

 

Adoption of Agenda: Motion to approve the agenda (Harkness-Dolejsi) Passed.

 

Approval of Minutes: Motion: Approve the minutes of the 2/03/13 meeting.  (Harkness-Dolejsi) Passed.

 

Chair Report: Kim Moon reported that he made an attempt to attend last Monday’s 6:30 community meeting at the German Immersion School but found the doors locked between 6:20 & 6:27.  Chris Harkness & a few other neighbors were somehow able to gain entrance.  Chris reported that the school has employed a police officer to help with traffic problems during drop off and pick up. Neighbors present at the meeting reported that the situation has improved. The school administrators reported on some other strategies, which they hope to implement in the future, in order to manage parking and drop-off/pick up. There will be another meeting in April.

 

Northdale Booster Club/Star Grant Application: Paul Krieger, Dorothy Swartz and Ted Steiner were present to discuss the Northdale Booster Club's application for a Star Grant to replace the cooling coils for the skating rink. There are safety issues with the current system. The current coil system requires a great deal of maintenance. A layer of sand needs to be removed every spring when the coils are removed. Over time, the sand has built up and interferes with rollerblading in the warmer months. There is approximately $50,000 of labor to lay and remove the coils each year. The coils are not laid at a uniform distance below the ice. Some of them are close to the surface, which could pose a danger to skaters. The Booster Club wants to remove the current coil system and replace it with a permanent system. A layer of concrete will be laid on top of the coils. The surface would be safer for ice skating and rollerblading. The life span of the current system is approximately 10 years, and has been in place for 5 years. The new system is estimated to last for 25-30 years. They have gotten two bids and are going to submit a Star Grant for funding.

Motion: Approve a letter of support for Northdale's application for a Star Grant in order to install permanent cooling coils in the ice skating rink (Sylvester-Dolejsi) Passed.

 

Zoning Variance for 1064 Argyle: Shawn Lennon, contractor, was present to discuss the owner's request for a variance on his residential property. He is building an addition on the upper level of the house. The house is approximately 2 feet from the property line. The City has changed the setback to 4 feet, including additions that are on top of the current building, making a variance necessary.

Motion: Approve a letter of support for a variance for the construction of a second story addition at 1064 Argyle. (Moon-Dolejsi) Passed.

 

New Business: David Glass, from Black Bear Crossing, was present to update us on the situation with the City of St. Paul and Black Bear Crossing. Black Bear had planned major upgrades to the facility and to the menu, much of which has been on hold because of the lawsuit with the City. They will be in court on March 18th. Black Bear wants the court to issue a summary judgment to affirm that they do have a valid 10-year contract through 2018. If the court does do that, Black Bear is looking for the right to stay until the end of litigation.

 

Ted Blank reported on a violation of a condition of Half Time Rec's liquor license. He suggested that we start keeping records on violations.
