MINUTES

Members Present: Linda Hinderscheit, Kim Moon, Tom Eyre, Curt Stock, and Bill Sylvester

Members Absent: Chris Harkness, Betsy Wehrwein

Staff Present: none

Others Present:  Como Park Zoo & Conservatory Director Michelle Furrer, 3 representatives from Lancer/Como Town, D10 Board Member Pete Bolstad & Kathy Stock 

Call to Order:  Chairperson Kim Moon called the meeting to order at 7:02 p.m. 

Adoption of Agenda: Motion to approve the agenda (Hinderscheit-Stock) Passed.

Approval of Minutes: Motion to approve the minutes of the 02/04/2013 meeting. (Sylvester-Eyre) Passed.

Chair Report: None

Metro Transit--Snelling Avenue Rapid Transit: The scheduled speakers from the MTC did not attend tonight’s meeting as planned.

Como Town--Soaring Eagle Zip Line: Michelle Furrer, St Paul Parks and Rec, and representatives from Lancer were in attendance to present information on a replacement ride for Como Town.  The Soaring Eagle is a two-person, seated, zip line ride. The height of the pole near the lauch point would be approximately 85-90 feet high and be located near the ComoTown entrance. The load/unload platform would be near the Wolf parking lot. There will be no loss of trees. New posts at the Gorilla Exhibit are approximately 60 feet. There will be no lighting at the top of the pole. Projected revenue would result in a three-year payoff. The ride cost is slightly over $250,000. Last year 49% of Como Town staff were from St. Paul. Fifteen percent of the Zoo's operating budget comes from Lancer. Construction at ComoTown needs to go through the same city approval processes as other businesses in St. Paul.  New attractions in the Park tend to generate increased attendance for a year or so after they open. Then attendance drops again. Attendance in Como Park last year was about 1.8 million people, one of the lowest in recent history. Highest attendance was approximately 2.2 million. The Parks Commission does a formal review of the proposal, which will probably be on the March agenda. North Dale Recreation Center CIB Request: At the last Board meeting, Dick Dian had requested a letter of support for a CIB request for the installation of piping at North Dale and Phalen skating rinks. Land Use requested a written proposal to review, which was provided at tonight's meeting.

Motion: Approve writing a letter of support for the CIB request for North Dale and Phalen Refrigerated Rinks. (Sylvester-Stock). Passed.

Walgreens Window Photos: Josh Johnson, the community relations manager at Walgreens, is open to the idea of putting Como Park photos in the false windows at the new store.  We discussed putting out an open call for photos of the park to the neighborhood, including historical photos. We will not make it a contest, because Walgreens will probably have criteria for resolution and quality. Kim will talk to Josh about the next step required by Walgreens before we put an article in the e-newsletter to request photo submisssions.
