MINUTES

Present: Kim Moon, Bill Sylvester, Linda Hinderscheit, and Michael Kuchta (staff)

Absent: Jon Heyer and David Sorenson

Call to Order:  Kim Moon called the meeting to order at 7:02 p.m. 

Adoption of Agenda: Motion to approve the agenda (Hinderscheit-Moon) Passed.

Approval of Minutes: Motion: Approve the minutes of the 04/04/2016meeting.  (Moon-Hinderscheit ) Passed.

Chair Report: Frank Dolejsi has resigned from the Land Use Committee for health reasons. Kevin Dahm has resigned from the Land Use Committee, because he is now interim Chair for the Neighborhood Relations Committee.

State Fair Peddling and Vendor Update: Mark Erickson and Jim Fowler, who both live on Snelling Avenue across from the State Fairgrounds were in attendance at tonight’s meeting. Prior to tonight's meeting, Russ Stark, Councilmember for Ward 4, had sent a letter responding to some of the concerns expressed before, during and after last year's State Fair. The letter was discussed at tonight's meeting. One of the points made in the letter was that there were no complaints made directly to DSI or Stark’s office during or immediately after the Fair last year. Kim Moon suggested that the only way to get the City's attention and action would be if residents of the area call every time that they witness something that does not comply with City regulations. Kim distributed copies of the State Fair Overlay District Zoning Code, regulations regarding peddlers, solicitors and transient merchants, and sign regulations for reference. The sign code was discussed. Residents, who rent yard space to vendors, would like to be able to post signs advertising their space for rent prior to the Fair. Russ Stark's letter indicated that this would not comply with City sign code. The request from residents would be for modifying the sign section of the State Overlay District Zoning Code, not the general City's sign code. Kim suggested that he would call DSI to see if they could meet the first day of the Fair at Mark Erickson’s home on the corner of Snelling and Midway Parkway to discuss these issues. Regarding the sign issue, it appears that real estate signage is exempt.  If the sign says, "Yard for Rent," the sign might possibly be exempt from the City's sign code. Kim will call DSI and ask about exemption of real estate signs. The question about peddling on Midway Parkway was raised.  The peddler regulations allow this if the peddler has permission from the Director of Parks and Recreation.

Bus Stop and Crosswalk near Como by the Lake: The residents of Como By the Lake were not present at tonight's meeting. The discussion has been tabled.

New Business: Michael Kuchta met with Councilmembers Brendmoen and Stark to discuss suggestions about Lexington Avenue made at the last Land Use meeting when the Ramsey County traffic engineer was present. They are supportive of our concerns.

Adjourn: Motion to adjourn the meeting at 7:51 p.m.

Next Meeting: The next meeting is Tuesday, May 31, 2016, at the Street Car Station.
