Call to Order: Kim Moon called the meeting to order at 7:00 p.m.
Adoption of Agenda: Motion to approve the agenda (Moon-Dolejsi) Passed.
Approval of Minutes: Motion: Approve the minutes of the 3/03/13 and 3/31/14 meetings. (Dolejsi-Moon) Passed.
Chair Report: Kim Moon went to the City Council meeting regarding the sound variance for the March of Dimes walk at Como Park on 4/26. The sound variance for the parking lot at the point of the lake was rejected by the City Council. The City Council was originally in favor of supporting it. Many neighbors in the immediate area had contacted District 10 and the City Council in opposition to this sound variance, because of the proximity to homes directly across the street.
New Business: Ted Blank reported on plans for Ramsey County to re-stripe Dale Street as part of a regularly scheduled mill and overlay. They plan a "road diet," which includes putting a left-turn lane down the middle. The County does not have plans for a bike lane, while the City of St. Paul's bike plan calls for a bike lane on Dale Street. The deadline to put the project out for bid is September 1st. Ted would like to see the community have some input into the plan. We discussed the need for and structure of a community meeting. We discussed having an informational meeting followed by the opportunity for community input. Kim will call Ramsey County Public Works people to invite someone to our June 2nd meeting to do a presentation on the project. Ted suggested getting an article in the Monitor and Park Bugle. We discussed putting posters at North Dale Rec Center and inviting comments during the month of June. Follow-up discussion will be scheduled for the June 30th Land Use meeting. We will inform District 6 Land Use and invite them to these meetings. Ted will check into having our meetings at North Dale.
Garbage Haulers: At the Board retreat, Frank Dolejsi brought up the number of garbage haulers that drive through the neighborhood on a weekly basis. Kim wanted to follow up on this. The City tried to go to single hauler several years ago, and the public was not in favor of this. We discussed ways to get one hauler for a neighborhood or a block. We talked about getting some new data regarding residents' opinions by doing a survey. Goal: Reduce the number and size of the garbage trucks that go through the neighborhood.
Ted reported that he did not have an update on Black Bear Crossing.
