Call to Order:  The meeting was called to order at 7:00 p.m.

 

 

 

Approval of Minutes:  The minutes of the 10-03-2011 meeting were approved.

 

 

 

Community discussion of the request for on-street handicapped-accessible parking spot on St. Albans Avenue: Elizabeth Stiffler of the city’s Public Works and Traffic Department contacted the District 10 office toward the end of September, 2011, regarding a request that was made by a resident on St Albans Ave. for an ADA parking zone in front of her home. Ms. Stiffler stated that the applicant had met all documentation requirements and had met the criteria. Applicants are required to pay half of the cost of the installation of signs designating the space. Some neighbors have objected to installation of the handicapped parking space on the street, so the City asked for the opportunity for the neighbors to discuss it.

 

 

 

The applicant indicated that she has had a documented disability for 20+ years and, although she has a garage off the alley, last winter’s excessive snowfall had made it especially difficult for her in terms of safe access to her home. The applicant volunteered a packet of information to the Land Use committee.  The packet of information contained a report documenting her disability and photos documenting inconsistent access to on-street parking directly in front of her home.

 

 

 

Some neighbors present objected to the request because St. Paul’s Final ADA Policy and Application form for residential disabled parking zones states that a handicapped parking space on a residential street will be considered “if there is no available accommodation with the property and a regular difficulty in parking access on-street for the ADA user near the residence.” Some neighbors present also objected to the size of the city-approved handicapped parking space. The city had approved the space for 35 feet.  Handicapped-accessible parking spaces in residential neighborhoods are typically 25-30 feet. Ms. Stiffler indicated that the approved size could be reduced somewhat if necessary.  Some neighbors also indicated that they did not see the need for the applicant to have a handicapped parking spot; that they know people who are more obviously physically disabled who don’t have handicapped parking spots; and stated that a handicapped parking spot of this nature “is not a right, it is a privilege.”

 

 

 

After hearing considerable testimony from meeting attendees who held opinions on both sides of the issue, the Land Use Committee unanimously approved the following recommendation.

 

“The Land Use Committee of District 10 supports the City of St. Paul’s approval as originally written for the creation of a 35-foot residential disabled parking zone in front of the petitioner’s home on St. Albans Ave.”

 

 

 

Other business: At the October 3, 2011 meeting the Land Use Committee voted to recommend approval of Gabes by the Park’s request for a sound variance for October 28 and 29, 2011, from 9:00 p.m. to 1:00 a.m.  Gabe’s has since withdrawn that request.  Bill Sylvester suggested that the District 10 Land Use Committee work with District 6 to jointly decide the following acceptable parameters for outdoor events at Gabe’s: hours of operation, sound levels and the number of outdoor events per year.  By doing so, Tim Weiss, the owner of Gabe’s, would have some neighborhood guidelines under which to operate. Kim Moon, Land Use Committee Chair, agreed that this would be a good idea.
