Street Car Station

Call to Order: Kim Moon called the meeting to order at 7:06 p.m.
Adoption of Agenda: Motion to approve the agenda (Dolejsi-Sylvester). Passed.
Approval of Minutes: Motion: Approve the minutes of the 7/1/13 meeting. (Eyer-Harkness) Passed.
Chair Report: O'Reilly Auto Parts is on the BZA agenda. Kim Moon will send the letter we approved to the committee and copy Amy Bendmoen.
Streetcar line on Rice Street: Bill Sylvester presented the following letter.

Support for Street Car on Rice
District 10 Community Council would like to support a street car on Rice Street if District 6 and the nearby residents seek one.
Rice Street once had a vibrant street car line and a good deal of the transit orientated development still remains. The population density that the old street cars helped to create is also still there and would enhance its viability of the line.
Rice Street has a number of unique restaurants such as Mama's Pizza and the Tin Cup. Mama's Pizza is great and the Tin Cup just won an award for their burgers.
The line could enhance the connection of the Xcel Center, Saint Paul College and the History Center with areas in downtown as well as the north end. It could also serve the side of the downtown area that the LRT misses.
At this point Rice Street could use the help. Too often the area has been overlooked when development tools are being allocated. It's just their turn.
Further support from Minnesota Legislature for a transit system such as the modern street car might be more easily obtained, if the senators and representative can envision how a system might benefit them personally. Having one of the first new street cars in Saint Paul gliding past the State Capitol, taking them to lunch, to events and back to their hotels couldn't hurt. It could insure the success of the whole system.
While several lines have been propose for District 10 none really make nearly as much sense as the one on Rice Street. So give this one to District 6.
Motion: Approve a letter to support District 6’s desire for a Streetcar line on Rice Street based on further input from the committee and District 6 representatives. (Sylvester-Harkness) Passed.
Kim will contact Keri Antrim to clarify what they would like to see in the letter and circulate an email discussion to compose a letter and have it ready for the October Board meeting.
Kim reported that he had discussed the Como Elementary sign issue with Amy Brendmoen. She indicated that she had been informed that the District intended to go ahead with the digital sign despite our repeated expressed disapproval.
We took a look at the proposed subdistrict areas for the newly drawn District 10 line. The committee agrees that option 4c is the best option and will serve the residents well.
Adjourn: Motion to adjourn the meeting at 7:40 p.m.
Next Meeting: The next meeting is Monday, November 4, 2013, at the Street Station.
