District 10 Como Community Council Board Meeting

I. Call to Order: Chairperson Jon Knox called the meeting to order at 7:00 p.m.
II. Board Introductions:
Present: Jon Knox, Chris Harkness, Linda Hinderscheit, Pete Bolstad, Julie Tholen, Patrick Tschida, Kim Moon, Mary Michalski, Curt Stock, Ryan Flynn, Kevin Dahm and Tedd James
Absent: Debra Pursley, Frank Dolejsi, Dana Saeger, and Bill Lipkin
Staff Present: Ted Blank
III. Review, Amend, Approval of Agenda:
Motion: Approve the agenda (Moon-Stock) Passed
IV. COMMUNITY SECTION:
A. Board Chair Report: Jon Knox reported that he noticed a lot of activity in the area during the neighborhood garage sale this past Saturday. Ted Blank reported that there were 41 registrations.
B. Treasurer's Report: In the absence of an elected Treasurer, Ted Blank reported that with 33% of the year elapsed, we are slightly lower than budget in both revenues and expenses (30%). Most of our fundraising income does not come in until the fourth quarter. Como Neighborhood Days’ expenses will begin in May. We have a full eight months of cash on hand. We are up-to-date on City grant reimbursements. We have been awarded COPP grants from Wards 4 and 5 for a total of $5,100. We also received a small grant from the City for recycling education. These grants are not included in our 2014 budget.
C. Special Election: Board member Julie Tholen has agreed to run for the position of Treasurer. There were no other nominations prior to tonight's meeting or from the floor.
Motion: Elect Julie Tholen as Treasurer by acclamation (Moon-Harkness) Passed.
We now have a board vacancy for sub-district one.
D. Miscellaneous Community Discussion: None
V. BOARD BUSINESS SECTION:
A. Review/Amend/Approve Minutes and Financial Statements:
Motion: Approve tonight's financial statements and minutes of the 04/15/2014 meeting (Moon-Stock). Passed.
B. Staff Report: Ted Blank reported that there were 41 garage sale participants in the D10 Neighborhood Garage Sale. A citywide Community Cleanup is occurring on June 21 at Washington Technology High School on Rice Street. Volunteers are needed. There are many D10-sponsored activities in the next several weeks. Volunteers are needed for the June 13 Ice Cream Social at the Street Car Station. The joint Garden Tour with Falcon Heights is scheduled for 6/21. The Tree Trek is on 6/22. Museum duty has been much busier with more people picking up recycling bins.
C. Committee Updates:
a. Land Use: Kim Moon reported that the next Land Use meeting is June 2nd. At the last meeting we talked about Ramsey County's street diet plans for Dale Street. A community meeting will be held in conjunction with the Land Use meeting on June 30th. The meeting will be held at North Dale Rec Center. Ramsey County will hold a public meeting on May 28th at North Dale Rec Center.
The Hmong Soccer Festival has requested a sound level variance.
Motion: Write a letter of support for the sound variance request for the Hmong Soccer Festival (Harkness-Michalski) Passed
Jon Knox will write a letter of support.
Another sound variance has been requested for an event in front of the Pavilion, but we have no other information. This will be discussed at the next Land Use meeting.
Kim brought up the topic of having a consistent policy on noise pollution. Chris Harkness and Jon Knox expressed the opinion that we want to continue to discuss variance requests on a case-by-case basis.
Kim reported that Land Use discussed the issue of multiple trash haulers driving through the neighborhoods and plans to discuss this issue further.
The State’s bonding bill granted Como Regional Park $5.4 million. This is about half of what was requested. It is unclear which specific requests had been funded. Ted suggested that he invite Michele Furrer to a future meeting to report further on definite plans for the $5.4 million.
b. District Plan ad hoc Committee: Chris Harkness reported the committee did not meet this past month, because the Snelling Ave. BRT Route A informational meeting was held that night at the Hamline Library. Metro Transit has listened to neighborhood concerns, and there are plans for a stop at Nebraska/Hoyt.
c. Neighborhood Relations and Safety: Mary Michalski reported the next meeting is June 12th. The next day (Friday, June 13) is the ice cream social from 6:00 to 8:00 p.m. Kemps will donate ice cream. There will be activities as well.
The date for the pancake breakfast will be Saturday, October 25th. There will be a silent auction again. Planning for the silent auction will start in July.
d. Environment Committee: Dana Saeger was not present tonight. A report of their last meeting was included in the board packet.
e. Como Regional Park Advisory Committee: Pete Bolstad reported that the committee had not met within the past month.
f. Executive Committee: Jon Knox reported the Executive Committee discussed how to follow up on the issues raised at the board retreat and will continue to do so.
