District 10 Como Community Council Board Meeting

I. Call to Order: Chairperson Jon Knox called the meeting to order at 7:00 p.m.
II. Board Introductions:
Present: Jon Knox, Chris Harkness, Linda Hinderscheit, Pete Bolstad, Dana Saeger, Bill Lipkin, John Medeiros, Frank Dolejsi, and Tedd James
Absent: Julie Tholen, Debra Pursley, Patrick Tschida, Kim Moon, Mary Micahlski, Ryan Flynn, Kevin Dahm, and Curt Stock
Staff Present: Ted Blank
III. Review, Amend, Approval of Agenda:
Motion: Approve the agenda (Bolstad-Dolejsi) Passed
IV. COMMUNITY SECTION:
A. Board Chair Report: Jon Knox reminded everyone that the Fair starts on Thursday, and given the number of people in the neighborhood, we should be on the lookout for any suspicious or disruptive activity.
B. Treasurer's Report: Julie Tholen was not at the meeting tonight. Ted Blank referred everyone to financial statements in the board packet. We continue to be on budget.
C. Guest Speaker: Michelle Furrer, Campus Manager of Como Park Zoo and Conservatory, was present at tonight's meeting. In 2010, a transportation plan was developed. The proposal was taken to the Legislature. Slightly over 5 million dollars were allocated. Priorities and solutions are being developed, including the area around McMurray fields and some intersections on Lexington. Drop-off areas in the park will be increased. Community feedback will be sought, probably this winter. Shuttle usage has increased after wayfaring and parking availability signs were activated. The renovation of Seal Island will be brought back to the Legislature next year. Next year is the centennial celebration of the Marjorie McNeely Conservatory; a new garden is planned.

V. BOARD BUSINESS SECTION:
A. Review/Amend/Approve Minutes and Financial Statements:
Motion: Approve tonight's financial statements and minutes of the 7/15/2014 meeting (Bolstad-James). Passed.
B. Staff Report: Ted will be on vacation from 9/5 to 9/21. The deadline for the fall print newsletter is this Friday and Ted needs content. Ted shared information about leadership programs through Wilder Foundation and the City. October 25th is the Pancake Breakfast and Silent Auction. Neighborhood Clean up at the State Fairgrounds is Sept. 25th. Cars2Go and Councilmember Stark will be at the Sept. meeting.
C. Committee Updates:
a. Land Use: The committee did not meet in August, but attended the community meeting regarding the future of the Como Park Pavilion instead.
b. District Plan ad hoc Committee: Chris Harkness reported that a draft of the plan should be ready for review this winter.
c. Neighborhood Relations and Safety: Mary Michalski was not present. The committee is meeting this Thursday.
d. Environment Committee: Dana Saeger reported that the committee is meeting tomorrow night. The topic is home energy.
e. Como Regional Park Advisory Committee: Pete Bolstad reported that the last meeting was in June. The next meeting is the second Tuesday of September.
f. Executive Committee: Dale Street has undergone a mill and overlay by Ramsey County Public Works. The configuration of the lanes was not changed at this time. Jon Knox presented an action item submitted by Vice Chair Chris Harkness. District 6 and District 10 are proposing the creation of an ad hoc committee/task force to develop neigborhood-driven recommendations to Ramsey County to improve Dale Street. Proposed membership is: one co-chair from each district, plus 4-5 community members from each district from areas near Dale Street, for a total of 8-10 members. The District 10 ad hoc committee would report to the Land Use committee. Ryan Flynn has agreed to serve as District 10's co-chair.
Motion: Approve the creation of a Dale Street ad hoc Committee for one year, starting in October, 2014. (Bolstad-Medeiros) Passed.
VI. ADJOURN: Motion to adjourn was made at 7:30 p.m. Passed.
