District 10 Land Use Committee

Committee attendance: Chris Harkness, Linda Hinderscheit, Bill Sylvester, Betsy Wehrwein


Others present: Jean Forster, Jeanne Weigum, Rossie Anderson-Howze, Bernadett Chlebeck (Mothers Against Tobacco and Scenic St. Paul representatives)


The meeting was called to order at 7:07 p.m.


The agenda for the meeting was approved.


Minutes of the 12/20/2010 meeting were approved.


Chair Report:  Chris Harkness distributed the 2011 schedule for the District Council Leadership Series of workshops.  She highlighted the 2/17 Land Use workshop and the 4/28 Zoning and Licensing workshop.


Bill Sylvester previously suggested the committee request funding for printing flyers.  Chris confirmed that District 10 has the necessary resources to print flyers. In order to receive the funding we need to submit a 2011 work plan to the District 10 Council by March.


Business Sign Proposals: Representatives of the Mothers Against Tobacco and Scenic St. Paul were present to offer follow-up information and answer questions about their proposal to regulate paper signs in business windows. The St. Paul Planning Commission is going to focus their efforts on the regulation of digital signs. Dave Thune of the City Council is bringing the paper sign issue to the City Council. The St. Paul Police support limiting the amount of window space covered by paper signs for safety reasons, especially related to robbery. If such a regulation is enacted, Bill suggested that businesses be educated and not solely punished after the fact. Mothers Against Tobacco and Scenic St. Paul have already secured the support of Community Councils from Districts 5, 7, 8, 12 and 13. They are seeking District 10 support. 


The D10 Land Use Committee will seek community input at our next meeting (1/31/11).  After that an action item may be proposed to the Council at the February meeting.


2011 Work Plan: Chris distributed copies of the 2010 work plan. The committee reviewed the goals and objectives and suggested changes to update them. Chris will make the suggested changes and draft changes to the activities section. She will distribute a draft of the 2011 Work Plan, and we will revisit it at our next committee meeting. 


We discussed the purview of the Land Use and Neighborhood Relations Committees.  The concerns of these committees often overlap.  We agreed to communicate frequently and coordinate the efforts of the two committees.


Midway Parkway West Como Small Area Plan:  Chris has received guidelines from the City of St. Paul Department of Planning and Economic Development for the revision of the Midway Parkway West Como Small Area Plan. She distributed these guidelines to the committee members to assist us in the revision of the current plan.


Upcoming meeting: January 31, 2011 at the Java Train. We will entertain input from the community on the paper sign issue and continue to update the 2011 Work Plan.


Future meetings:  Mondays 2/28, 4/4, 5/2, Tuesday 5/31 and Monday, 6/27

(The change in meeting dates was made to allow more timely submission of Land Use issues to the Executive Committee prior to Board meetings).


The meeting was adjourned at 8:40 p.m.
