Land Use Committee

April 4, 2011

Members Present: Chris Harkness, Linda Hinderscheit, Bill Sylvester, Betsy Wehrwein, Kim Moon

 

Others Present: Panod Klongtruatroke (D10 Council)

 

Call to Order:  The meeting was called to order at 7:02 p.m.

 

Approval of Minutes:  The minutes of the 2-28-2011 meeting were approved, with the following changes or additions:

·         Correction of Kim Moon’s name

·         Correction of the date of the meeting

·         Addition of an issue of concern to the addendum regarding the McMurray Field CIB proposal from Parks and Recreation.  Item #10: The recent McMurray Field CIB proposal does not address community concerns regarding the Como Park Transportation and Implementation Plan as outlined in the minutes of the October meeting of the District 10 Council.

 

Chair Report: Chris Harkness shared information on the following issues:

 

Commercial Signage: Chris received a notice of a public hearing in front of the St. Paul City Council on May 4th at 5:30 p.m. (room 300). The Planning Commission has made some recommendations, primarily with regard to dynamic signs.

 

Midway Stadium Noise Variance: A concert is proposed for Midway Stadium on Memorial Day weekend. Russ Stark has proposed the adoption of the noise variance to the City Council.  Notification for a sound variance was sent to only District 12. D6 and D11 get ENS notifications regarding sound variances for the Hmong Festival and events at Gabes (which are in D10). Given the fact Midway Stadium is very close to the southwest corner of D10, we were in agreement that D10 should have also received notification of the Memorial Day concert sound variance for Midway Stadium. Chris will relay our concerns to the Executive Committee and check with Jon Knox about having Jessica Bronk contact Russ Stark regarding this issue. Jessica should be encouraged to continue to develop relationships with neighboring District Councils in order to communicate about issues that cross District boundaries.

 

Bike Safety Rodeo: This event will be held at North Dale Recreation Center on 4/30/2011.

 

MGM/Walgreens Redevelopment: Chris received an e-mail from Councilmember Lee Helgen’s office indicating that MGM and Walgreens will be coming to D10 with a proposal soon. Attached to that e-mail was a list of city processes necessary for redevelopment of the MGM site.

 

CIB Process Update: Chris shared the D10 Board ranking of all citywide CIB proposals.  Rankings have been submitted to the City.

 

New Business: Panod Klongtruatroke reported that some residents in the Midway Parkway neighborhood would like a proactive discussion with the State Fair about their plans and the community’s concerns.  It would be a good idea to have this neighborhood forum, facilitated by the Land Use and Neighborhood Relations Committees, in advance of the street rod show. The Neighborhood Relations Committee is planning a similar discussion with Parks and Rec before Como Park’s prime season begins.  Betsy Wehrwein will bring up these topics at the Executive Council meeting on Wednesday (4/6) to begin the processes. 

 

Midway Parkway West Como Small Area Plan:  The District 10 Council needs to approve the creation of ad hoc committees.  The Steering Committee for the creation of a new Midway Parkway West Como Small Area Plan will be an ad hoc committee of D10.  Chris will submit this to the Executive Council and draft an Action Item for inclusion on the agenda for the next Board meeting.

Next meeting:  The next Land Use committee meeting will be held at on Monday, May 2, 2011 at Java Train. Future meetings are scheduled for Tuesday 5/31, and Monday, 6/27.
